The hit on motorists was voted for by the City of London Corporation.

Its leaders want to slash traffic across the Square Mile by a quarter by 2030 and cut traffic collisions.

Alastair Moss, chairman of the transport committee, said: “We are working tirelessly to support the 513,000 workers that commute here every day.”

The 15mph limit could be operating by 2021 if approved by the Department for Transport.

But AA president Edmund King believes it will not make much difference, saying traffic in the Square Mile has “moved no faster than a horse and cart for 100 years anyway”.

He said: “All road users and pedestrians being more alert, abiding by the rules of the road and putting away their phones would probably be more effective.”
