A serial sex pest who launched a nine-month stalking campaign against a woman leaving her ‘terrified’ has been handed an indefinite hospital order.

Morgan became the first man in the UK to be banned from approaching women following a spate of terrifying attacks on three lone female runners in 2016.
In 2017, he breached that order with three incidents involving women – one of which saw him staring at two female walkers while holding his crotch – and was given a five-year sexual risk order.
In his latest attacks, Morgan pushed his face up against his victim’s window while ‘frothing at the mouth’, brandished a knife in her garden and mouthed the words ‘lick me’ while staring at her.
He was arrested in January last year after he masturbated in front of her while stood on his doorstep before being spotted in her garden wearing a Stars Wars mask.
He plead guilty to one count of stalking and was handed a ten-year sexual harm prevention order, a life-long hospital order and has been banned from contacting the woman for 25 years.

December 2016 – Morgan stalks three lone female runners.
One one occasion, he tells a runner ‘let’s get straight to the point, I need to get laid’ and says ‘my life is going nowhere, I want you to come back and rape me’.
The terrified women took desperate action to get rid of him.
Handed a 16-week prison sentence suspended for 18 months.
Banned from ever approaching women again – making him the first person in the UK to be handed such an order.
April 2017 – Morgan acts aggressively towards a woman who refuses to give him a cigarette. Stares at her and calls her an offensive name.
May 2017 – Morgan tells a woman who works for Devon and Cornwall Housing that his window was broken.
The woman informs him that she needs to tell the police, but Morgan becomes aggressive.
He says he ‘didn’t want men to come to fix it, just a big ti**** woman’.
That same month, Morgan stares at two female walkers while holding his crotch.
He is given a suspended sentence for breaching a criminal behaviour order.
The judge says he did not want to hand him a prison sentence as he would likely be released early with no further punishment. Instead he was given a five-year sexual risk order, Cornwall Live reports.

The latest offences began in May 2019, when Morgan was reported to the police for staring at the victim and mouthing the words ‘lick me’.

A separate incident saw the victim witness Morgan in his garden holding a large kitchen knife.
On January 31, Morgan masturbated in front of the woman while stood on his doorstep.
He was spotted in her garden wearing a Stars Wars mask that same day and was arrested.
Detailing the latest offences, prosecution Tom Bradnock told Truro Crown Court: ‘The victim saw him staring at her then he mouthed words at her. She thought it was “lick me” or “rape me”.
‘She was scared and went inside to call the police.’
An investigation into the 2019 incident took place but police were unable to prove what had happened.
In 2020, another serious incident occurred – when the woman parked her car and saw the defendant stood on his door step.
When he saw she had noticed him, he exposed himself to her.
The victim then called the police and returned home, before seeing the defendant standing in the corner of her garden wearing a Star Wars mask.
The court heard that police went to arrest Morgan but he had barricaded his door and they had to force entry.
As a result of the incidents, the victim began suffering anxiety issues and moved from her home as she no longer felt safe.
The court heard from Dr Anil Mohandas who confirmed that Morgan was a paranoid schizophrenic, adding that he could be treated with medication.
Sentencing Morgan to an indefinite hospital order under section 37 of the Mental Health act, Judge Linford said: ‘It started with you mouthing inappropriate sexual messages to her.
‘It continued over the following months until you frankly terrified her.
‘She was scared to leave her home in case she saw you, which she did as I’ve been told.
‘Your behaviour has caused anxiety issues for her, she feared you to the point that she had to move – that’s how much your behaviour affected her.’
Morgan was also placed on a sexual harm prevention order for ten years, banned from contacting his victim, and two others – for 25 years – and made to pay a statutory surcharge.
